When the 9-1-1 program is a part of the Council of Government implementation plan, each COG designates a 9-1-1 coordinator who works with the Commission on State Emergency Communications (CSEC). The personnel at the COG develop plans and work with the individual public safety agencies in their area with support of CSEC staff.
CSEC sets standards, determines equipment specifications and approves the budgets and plans for implementation of the 24 Councils of Government.
9-1-1 service fees collected from the COG counties go to the State and are disbursed by CSEC. Unspent funds can become revenue for the state's General Fund.
If Ector County had not created its own 911
District,
the county's 9-1-1 program would have been administered by the local
COG,
the Permian Basin Regional Planning Commission. The Permian Basin
Regional Planning Commission includes 18 West Texas counties.
