27 cities in Texas (most of them in the Dallas/Ft. Worth area) were granted "home-rule municipality" status. These cities already had 9-1-1 systems in place when House Bill 911 was passed. They generally had specific fees to fund the 9-1-1 system and/or public safety in general and stood to lose that local revenue source if they opted to have their programs administered by regional plan or as an Emergency Communications District.
9-1-1 service fees in regional plans are set,
collected
and distributed by the state's Advisory Commission on State Emergency
Communications
and 9-1-1 service fees for Emergency Communications Districts are set,
collected and budgeted solely by the Districts which are seperate
governmental
entities.
