Operations Assistant

PURPOSE OF THE POSITION:
The Operations Assistant is responsible for learning the operation aspects of the Emergency Communication District of Ector County and related industry involving 911 public safety services, while being responsible for office operations and procedures in order to ensure organizational effectiveness, accuracy, and efficiency. 

PRIMARY SCOPE:
The Operations Assistant reports to the Executive Director and is responsible for providing office management services to the Emergency Communication District of Ector County.  This includes maintaining all office services and efficiency and maintaining office records and project coordination of all operations the district is involved in.


PRIMARY RESPONSIBILITIES:

Office Services
•    Implement office policies
•    Adhere to generally accepted standards and procedures
•    Organize office operations and procedures
•    Control correspondences
•    Review accounts receivable/payable
•    Liaise with other agencies, organizations and groups
•    Maintain organizational memberships
•    Maintain office equipment

Office Records
•    Ensure filing systems are maintained and up to date
•    Implement procedures for record retention
•    Ensure protection and security of files and records
•    Ensure effective transfer of files and records
•    Ensure transfer and disposition of records according to retention schedules and policies
•    Ensure personnel files are up to date and secure

Office Efficiency
•    Plan and implement office systems, layout and equipment procurement
•    Maintain and replenish inventory
•    Anticipate needed supplies
•    Verify receipt of supply
•    Provide quality control on all Operations services

Operation Projects
•    Ensure compliance, high level quality of all database systems
•    Ensure compliance, high level quality of all operational programs (i.e. GIS, MSAG, Vista, Magic, etc.)
•    Develop and maintain training programs

SECONDARY SCOPE:
Training responsibilities are not a primary responsibility; however the opportunity may exist for expansion into these duties.  As such, Training Responsibilities are listed.

TRAINING RESPONSIBILITIES:
•    Learn and comprehend 911 Industry
•    Learn and comprehend Telecommunication Industry as it relates to 911 Industry
•    Learn, comprehend, and demonstrate Database Development & Maintenance
•    Learn, comprehend, and demonstrate Operational Standards as it relates to internal operations and external dispatch operations
•    Learn, comprehend, and demonstrate Equipment Operations as it relates to internal operations and external dispatch operations
•    Learn, comprehend, and demonstrate Public Education as it relates to dispatch operations and community education
•    Learn, comprehend, and demonstrate Regulatory Implementation as it relates to mandated and/or recommended actions; this is inclusive of Best Standards Practices
•    Learn, comprehend, and demonstrate Applied Research Techniques in evaluating database, financial,  and other related reports and findings.

The Operations Assistant would normally attain the required knowledge and skills through completion of office procedures coursework combined with related financial and Operations experience and/or secondary education.  Equivalencies will be considered.


WORKING CONDITIONS

Physical Demands
The Operations Assistant will spend long hours sitting and using office equipment and computers, which can cause muscle strain.  The Operations Assistant will also have to do some lifting of supplies and materials from time to time.

Environmental Conditions
The Operations Assistant will operate in an unhurried office environment, being faced at times with interruptions.  Some travel is required in relationship to training and conferences.

Sensory Demands
The Operations Assistant must spend long hours in intense concentration.  The Operations Assistant must also spend long hours on the computer verifying financial and various database information which requires attention to detail and high levels of accuracy.

Mental Demands
While mostly routine in nature, there are deadlines associated with this position, which may cause stress.  The Operations Assistant must also deal with a wide variety of people on various issues.

The District offices are located at 700 N. Grant, Suite 728, Odessa, TX  79761.  We are in the Bank of America building at 8th and Grant Ave. and working hours are Monday thru Friday, 8 AM to 5 PM except holidays.

The Emergency Communication District is a local government entity, separate and distinct from the County and City.  The District administers the 9-1-1 emergency telephone system for local police, fire and emergency medical services.  The District does not employ public safety dispatchers.  We work with the local telephone equipment and service providers to insure that 9-1-1 calls are routed to the proper authority and deliver accurate phone and location information.
