Public Speaking-Training-Education

The Emergency Communication District of Ector County has two staff members who are nationally certified Emergency Number Professionals (ENP) available for speaking engagements.  With well over sixty years of combined experience in public safety, topics are modified to fit the needs of each audience and deal directly with the operations of the county's 911 telephone system.

For adult audiences:   a general history of the 911 system in Ector County is given, with a brief overview of current technological features of the system.  Cellular phone use is discussed, relaying the current cellular routing method used, as well as future considerations.  Upon request, funding considerations for the district are presented, describing how funds are received and accounted for.  At the conclusion of each presentation, brochures reminding each person of the proper use of 911 are available for distribution, as well as addressing brochures, emphasizing the need to display proper addresses on structures for emergency response crews.

Youth presentations:  are modified based on the specific age group addressed.  Videos are available for those from 3 to 18 years of age, emphasizing the proper use of 911.  Several styles of handouts are available from brochures to coloring books, as well as various stickers, pencils, and related items.  In addition to the 911 for kids program, a simulator is available for use at presentations.  The simulator allows members of the audience to place a 911 call and talk directly to a seasoned professional during a 'mock' emergency.  The District's mascot, Red E. Fox, is also available for appearances.

During all presentations, time is always allocated to allow for interaction with the speaker.  This assures that all questions get answered, and provides a strong avenue for trust between the public safety community and the citizens served.

Many groups ask to take tours of some facilities housing portions of the 911 system.  Tours are available through the agencies housing the equipment and are not directly under the supervision of the 911 District.  If you would like information on who to contact concerning a tour of either the Ector County Sheriff Office or the City of Odessa Communication Center, simply e-mail the District office with your request.

As a public safety agency, the Districts primary concern, following that of the publics ability to contact emergency response agencies, is to assist public safety agencies themselves in educational matters concerning the 911 system and related endeavors by the District.  District personnel conduct academic and law enforcement academy classes at the local junior college specifically designed for telecommunication officers and law enforcement emergency communications, respectfully.

Additionally, training sessions are hosted,  prepared and/or administered to each public safety agency within Ector County housing 911 equipment and/or resources.  This training not only ensures proper use and maintenance of the 911 system but trains telecommunicators in how to communicate with those within the hearing impaired community as well.  Expanding on this training, is the use of the Language Line services, which allows for timely connection with foreign language interpreters over the 911 system in the event of a language barrier.
